Regulation (EU) 2024/1781
What is ESPR?
ESPR is the Ecodesign for Sustainable Products Regulation, Regulation (EU) 2024/1781. It entered into force on 18 July 2024 and replaces the older Ecodesign Directive. It extends ecodesign rules from energy-related products to almost all physical products placed on the EU market, and it introduces the Digital Product Passport.
A framework, not a rulebook
ESPR itself sets no product requirements. It gives the Commission the power to adopt delegated acts, and each act sets binding rules for one product group: durability, repairability, recycled content, and the passport data fields.
This is why there is no single ESPR compliance date. Your date is set by the delegated act covering your product.
Performance
and information requirements
-
Performance requirements
Set minimum thresholds a product must meet: durability, energy use, recycled content.
-
Information requirements
Set what must be disclosed. This is the part that becomes the Digital Product Passport.
The working plan
The ESPR Working Plan 2025-2030, COM(2025) 187, names six priority product groups for the first wave of delegated acts: textiles, furniture, tyres, mattresses, iron and steel, and aluminium. A mid-term review in 2028 may add further groups.
The technical rules are now in place. On 15 July 2026 the Commission cited six Digital Product Passport standards in the Official Journal (Implementing Decision (EU) 2026/1736): EN 18216, EN 18219, EN 18220, EN 18221, EN 18222 and EN 18223. Following them gives a presumption of conformity with the passport requirements in ESPR Articles 10 and 11. Two further standards, EN 18239 on access rights and security and EN 18246 on data authentication and integrity, were published in September 2026 and are awaiting citation. The EU DPP Registry has been live since 20 July 2026 under Implementing Regulation (EU) 2026/1778.

Most groups are not mandatory yet. The companies starting now are the ones whose suppliers will already have the data when the act lands.
