Indicative adoption: 2029
The mattress
digital product
passport
Mattresses are a priority product group in the ESPR Working Plan, with adoption indicatively planned for 2029. The final product-specific passport requirements and application date are not yet adopted.
Timing
What the 2029 planning date means
2029 is an indicative adoption year
The Working Plan indicates 2029 for adoption of mattress rules. It does not set a 2031 compliance deadline. The final act will determine its scope and application date.
Follow updates to the Working Plan and the product-specific work before committing to assumptions about the final requirements.
Two acts, one company
Beds are furniture. Mattresses are not.
The Working Plan lists furniture and mattresses separately, with indicative adoption years of 2028 and 2029. Businesses selling both should track both product groups.
| Product | Which act, and when |
|---|---|
| Bed frame | Normally treated as furniture, with final ESPR scope still to be set. Check EUDR separately for covered wooden products and the REACH formaldehyde restriction where applicable. These obligations do not come from the future furniture act. |
| Mattress | A separate Working Plan group, with indicative adoption in 2029. The final passport fields and application date are not yet adopted. |
| Bed base | Check the product’s function, construction and the scope of the final acts. Do not classify it solely by its upholstery. |
| Headboard | A headboard is generally a furniture component or product. Upholstery alone does not make it a mattress; check the final legal scope. |
What remains to be decided
-
The final mattress passport field list is not yet adopted. Preparation examples should not be presented as confirmed legal requirements.
-
2029 is an indicative adoption year in the Working Plan. The plan can change, and the final act will set its application date.
-
Start with useful product data: materials, supplier evidence and how the mattress is assembled and taken apart. Keep assumptions about future DPP requirements visible.
What is already real
Existing producer-responsibility requirements
Mattress producer-responsibility systems already operate in countries including France and Belgium. Check your obligations in each market and the relevant scheme’s current rules.
Fees and any design-related adjustments depend on the scheme. Do not assume one country’s criteria apply across the EU.
Ecomaison and Valumat provide information about their respective systems.
These obligations are separate from ESPR. Existing product and material records may help future passport preparation, but paying an EPR fee does not satisfy a DPP requirement.
What to do now
Three things worth doing before 2029
-
Record how the product comes apart
Capture assembly and disassembly information already available in your business. It can help assess repair and treatment options without assuming a final DPP requirement.
-
Connect records across your range
Use shared material and supplier information where appropriate, while keeping beds and mattresses identifiable as separate products.
-
Organise chemical information
Review supplier declarations and relevant substance data. Not every adhesive or flame retardant is automatically a substance of concern under ESPR; the definition and applicable information rules matter.
FAQ
See all questions
When will a mattress Digital Product Passport be mandatory?
The application date is not fixed. The Working Plan indicates 2029 for adoption of mattress rules. The final act will determine when its requirements apply.
What data will the mattress passport contain?
The final field list is not yet adopted. Material composition, durability and disassembly are useful preparation topics, but they should not be presented as confirmed mattress passport fields.
Are mattresses covered by the furniture delegated act?
The Working Plan treats furniture and mattresses as separate groups, with indicative adoption years of 2028 and 2029. Check the scope of the adopted acts for each product in your range.
We already pay mattress EPR fees. Does that count?
EPR obligations are separate from ESPR. Existing records may be reusable, but participation in an EPR scheme does not establish compliance with future DPP requirements.
Should we start a passport project now?
A proportionate data-preparation project can be useful now. DPPVIEW helps organise product information and identify gaps. Final mattress requirements are still pending, and our hosting platform is in development.
Beds first, mattresses after
If you sell beds and mattresses, track both future ESPR acts. Check EUDR and the REACH formaldehyde restriction separately where they apply. Those obligations do not originate in the furniture act.
